In our globalized world, Multiculturalism can be viewed as a natural phenomenon and result of the ever-changing global migration patterns. The pattern and process of multiculturalism is in fact transforming and increasing following economic, social and political changes in an interdependent and globalized world. The Reykjavík Congress on Human Rights
“Human Rights Protection & International Law: The Multifaceted Dilemma of Restraining and Promoting International Interventions”

The international community acknowledges the increasing and persistent cases of mass atrocities and crimes against humanity occurring on a vast scale.

Understanding the complexity in bringing these crimes to an end, the Reykjavík Congress on Human Rights aims to argue and debate the notion of the responsibility to protect from a human rights perspective, taking into account the divergent dimensions in restraining or promoting international intervention.

Through the discussions and exchange of this conference we aim to consider the current most vehement cases of human rights violations, and further comprehend the varied issues and approaches to these mass atrocities and crimes against humanity from a theoretical perspective, analyzing the complex layers and structures, and taking into account the ethical dilemma surrounding the responsibility to protect and international intervention.

The 2013 Congress will create and publish a discussion document that will be presented to the international community on how to overcome the dilemma of restraining and promoting all forms of International Interventions based on coordinated global coalition efforts between governments, NGOs and International Institutions.

“African Perspectives: An African Vision for Positive Developments in Africa”

It will be demonstrated that the application of Cultural Diplomacy is pervasive within the African Union´s activities, as it has charged itself with the task of uniting highly differentiated cultures within Africa with the aim of achieving ´greater unity and solidarity between the African countries and the people of Africa. Cultural Diplomacy will be shown to support and solidify such efforts.

Based in Pretoria, South Africa, the conference will be hosted at the African Union Parliament and at a number of important political, historic, and cultural locations across the city.

2010 RP-Korea Youth Exchange

South Korea 

December 1-7, 2010

Background

The National Youth Commission (NYC) will be sending delegates to visit South Korea from December 1 to 7, 2010. This is part of the bilateral agreement between the NYC and the National Council of Youth Organizations in Korea (NCYOK).

Venue and Date

          The event will be held in the South Korea from December 1 to 7, 2010.

Participant’s Eligibility

• Filipino citizen
• Must be 18 to 35 years old
• Must be able to communicate reasonably well in English
• Willingness to participate in the discussions and activities
• Must be physically fit to travel
• Must have valid passport six months before the departure date of the program. Applicants without passport details will not be considered.

Required documents

• Photocopy of the passport  information and emergency contact page
• Original copy of employment certificate for the employees and school certificate for the students
• Photocopy of Birth Certificate (NSO authenticated)

Expenses

          Interested parties will shoulder their own airfare, travel tax, travel insurance and domestic transportation. Expenses in Korea such as food, hotel accommodation, and local transportation will be provided by the Organizer, NCYOK.

JAPAN-EAST ASIA NETWORK OF EXCHANGE FOR STUDENTS AND YOUTHS (JENESYS) PROGRAMME

The National Youth Commission in conjunction with the Japan International Cultural Center (JICC) of the Embassy of Japan and the Japan International Cooperation Center (JICE), is now inviting applicants for Student Ambassadors and Supervisors to the “10-day Visit to Japan Programme” as part of the Japan-East Asia Network of Exchange for Students and Youths (JENESYS) Programme.

The JENESYS Programme, funded by the Japanese Government and in partnership with the ASEAN Secretariat, is to deepen understanding of the different facets of the Japanese society including politics, diplomacy, economics and culture and to form the basis of future vision and construct firm solidarity among Asian countries which will promote mutual understanding of the future generation of ASEAN and East Asia Summit member countries.

II. QUALIFICATION OF STUDENT AMBASSADORS

1. The Qualification of Student Ambassador (referred to as Youth in the Operational Guidelines for the Japan-East Asia Network of Exchange for Students and Youths (JENESYS) Programme 2009/2010) is stated in the abovementioned guideline provided by JICE;
2. Filipino, single, must be between 16 to 18 years old, on or before April 1, 2011(must be born between April 2, 1993 and April 2, 1995);
3. Of good moral character;
4. Must be currently enrolled in a college or a university with a Graded Weight Average (GWA) of 2.25 or 85% equivalent, with no failing marks in the preceding semester;
5. Physically and mentally fit to travel;
6. Must be a first time traveler to Japan and/or must not have been a grantee or recipient of any NYC funded international travel or Japanese Government grant;
7. Must be knowledgeable of the history, geography, culture and arts, and the current issues on the Philippines, and fairly knowledgeable in those of Japan and other East Asia countries;
8. Must be an officer or an active member of a youth organization for at least one (1) year immediately preceding the date of application;
9. Must be willing to be an active NYC and JICC volunteer after the program to continue to promote the learnings about Japan and the Japanese culture gained from the JENESYS Programme;
10. Area representation would be based on the place of the college or university enrolled in;

III. APPLICATION REQUIREMENTS FOR STUDENT AMBASSADORS

1. Two (2) copies of the NYC application forms with passport sized pictures with white background attached to each form (all original, no scanned pictures)
2. Two (2) copies of JENESYS Entry Form with one face photo sized 45mm x 45mm
3. Two (2) photocopies of Birth Certificate (from the National Statistics Office-NSO)
4. Two (2) photocopies of passport, if there is a passport already (page of face photo and personal information.  If expired but extended, with a page that states extension as well)
5. An essay which states the applicants’ a) Reasons for applying; b) Expectations of the programme; c) If chosen, the preparations the applicant will undertake prior to departure; d) environmental situations in the Philippines and his/her views and proposals for its improvement. (Maximum of 100 words, per question)
6. Two (2) copies of a resume, not more than three (3) pages
7. Two (2) copies of Certificate of Good Moral, issued by the college or university (1 original and 1 photocopy) and stating that the applicant has a Graded Weight Average (GWA) of 2.25% or 85% equivalent, with no failing marks in the preceding semester.
8. Completed NYC Volunteer form
9.  A certification from school or organization that the applicant is an officer or active member.

QUICK BACKGROUND:
The Ship for Southeast Asian Youth Programme (SSEAYP) is an annual programme sponsored by the Japanese Government and supported by the member-countries of ASEAN.

The programme brings together more than 300 youth from ASEAN countries and Japan, providing them with the unique opportunity to live together on board the Japanese ship Nippon Maru for over 40 days.

SSEAYP started in January 1974 based on Joint Statements issued between Japan and the five ASEAN countries, namely, Indonesia, Malaysia, Philippines, Singapore and Thailand. Brunei Darussalam joined in 1985. Vietnam participated in the programme in 1996 while Laos and Myanmar participated in 1998, and Cambodia in 2000.

The aim of SSEAYP is to foster friendship and greater understanding among young people from Japan and ASEAN countries. It also seeks to broaden their international outlook.

A series of activities are lined up for the selected participants. The programme during the voyage include discussions on relevant social and youth issues, cultural introductions, sports, recreation and club activities. While activities at each Country port-of-call include interaction with the local youth, courtesy calls on dignitaries and institutional visits, as well as community service and homestay experience.

Your participation in OIYP will start in March 2010. If selected, you must be available to attend an event in November 2010 in New Delhi, India.

Visit - Japan Programmes under the Japan-East Asia Network of Exchange for Students and Youths Programme

The Japanese Government through the Japan Information and Culture Center (JICC), Embassy of Japan, in cooperation with the National Youth Commission (NYC) of the Philippines and the Japan International Cooperation Center (JICE), is once again inviting Filipino youths to participate in the Visit - Japan Programmes under the Japan-East Asia Network of Exchange for Students and Youths Programme or the JENESYS Programme.

1. ASEAN 10 + Timor Leste Joint Programme
22 Filipino youths who have strong leadership skills will have the opportunity to be part of a delegation bound for Japan to interact with youth leaders from ASEAN 10 countries, Timor Leste, and Japan .

2. 10-Day Visit Japan Programme
Under this programme, 200 Filipino youths who wish to deepen their understanding of Japan and to exchange views with Japanese youths will visit Japan to experience home stays, interact with Japanese youths and visit schools as well as historical and cultural sites.

ASEANpreneurs Youth Leaders Exchange

The ASEANpreneurs Youth Leaders Exchange (AYLE) 2009 is an exchange programme organized by the ASEANpreneurs Youth Leaders Network (NES, NUS) in collaboration with BINUS Entrepreneurship Centre; BEC (BINUS University), bringing together student leaders and entrepreneurs from the respective ASEAN nations and providing a platform for youth entrepreneurship empowerment in ASEAN. It gives youth an opportunity to network with like-minded individuals, develop opportunities and leverage on these networks as well as the ASEANpreneurs resource hub to build successful enterprises in ASEAN.

Hosted in each ASEAN country on a rotating basis, this event provides an opportunity for participants to visit ASEAN countries to learn about their economy and entrepreneurial culture. The comprehensive programme will expose participants to the entrepreneurial environment in each country and will feature seminars, workshops, and activities that will hone the participants’ entrepreneurial skills. We will also ensure participants get to interact with successful CEOs, and other distinguished speakers whom can guide them on their entrepreneurial journey.

Take part in Community Xchange and take your organization to the next level.

Global Xchange is a partnership program that develops and delivers international volunteer exchanges and other activities to help create active global citizens who value volunteering, diversity, community development, and social action.

Through Global Xchange, the international professional development program Community Xchange (CX) was created in partnership between British Council and VSO. CX seeks to make a positive difference to the communities. Community leaders and development workers from the Philippines and UK will work together and learn from each other towards effecting impact at three levels: on the individual participant; their organization; and within their community.

We are inviting 15 Filipino community workers who will act on behalf of their organization or community to undertake a three-week work placement program in Northern Ireland as well as host a UK counterpart in their organization for a corresponding three-week work placement program. Community Xchange will open your organization to new prospects and perspectives in development. Build new networks and engage in active dialogues. Challenge perceptions and stereotypes of global communities. Promote volunteering and measure impact of community initiatives. Increase effectiveness of community leaders in promoting active citizenship. You can be one of the fifteen Filipino participants if you are:

§ At least 25 years old

§ Completed at least secondary education with a good standard of written and spoken English

§ Have significant experience of working with young people (3 years +)

§ Responsible for the implementation of youth oriented program/projects in the Davao region (Davao City and Davao provinces)

§ Can commit 44 work days to the programme: 3 consecutive weeks of work in your organization with a UK counterpart in January 2010 and another 3 consecutive weeks of work attachment in the UK in March 2010, and time to attend preparatory activities

Clean Air and Blue Skies Asia Exchange Project

The Clean Air Initiative for Asian Cities (CAI-Asia) Center is actively seeking 2 dynamic young professionals from the Philippines to participate as an exchange fellow for the Clean Air and Blue Skies Asia Exchange Project. The project generally aims to strengthen the capacity of institutions engaged in air quality management (AQM) in Asia through participatory exchanges.

One young professional from the Philippines will be sent to Sri Lanka to work with the Clean Air Sri Lanka as Air Quality Management Specialist, on behalf of the CAI-Asia Center, to undertake the following activities for a period of 10 months (November 2009 - August 2010):

Review air quality management (AQM) situation, policies and action plans of Sri Lanka through available literature and interviews with key individuals and institutions at the forefront of AQM movement in Sri Lanka;

Study the initial operations of the Vehicle Emission Testing (VET) program, identify implementation strengths and challenges and make recommendations based on regional/global best practices;

Work with the exchange participant from Phase 1 in the transfer of knowledge and skills needed for effective implementation of VET program to the VET Project Office staff and other stakeholders through publishing articles/reports and face-to-face interactions;

Conduct a the walkability survey in urban areas with high-people traffic within Colombo and consolidate results from the preliminary assessments;
Disseminate results of the walkability survey to stakeholders through a forum to be held in Sri Lanka and mass media (including internet);

Initiate the piloting of the Air Quality (AQ) Scorecard and assist the host country in implementing a concrete project/ case study that contributes to an existing air quality action plan or related plan;

Coordinate with different institutions based in Sri Lanka and assist in collecting monitoring data relevant in the conduct of a national emission inventory in regular interaction with the current Sri Lankan participant posted in Hong Kong Polytechnic University for technical inputs;

Jointly prepare a technical paper with current Sri Lankan participant in Hong Kong (e.g., compatibility of ambient air quality standards with source emissions standards in SL through air quality modeling tools).
The criteria for selection of the candidate are as follows:



Must be 22-35 years old
Must have a degree in science-related field
At least 3 years experience in AQM, with exposure to emissions inventory development and air quality modeling
Preferably with a demonstrated ability of writing technical reports and popularizing the findings
Experience and skill in multi-stakeholder interaction with NGOs, government officials, international institutions, business groups, etc.
Must have IT skills and computer literacy

Another young professional from the Philippines will be sent to Nepal to work with the Clean Air Network - Nepal (CAN-N) as Environment Researcher, on behalf of the CAI-Asia Center, to undertake the following activities for a period of 10 months (November 2009-August 2010):

Familiarize self with local AQM and public transportation situation, policies and action plans of Nepal through available literatures and personal interaction with primary individuals and institutions at the forefront of AQM movement in Nepal;
Train youth networks and/or CAN-N members on walkability survey and conduct the walkability survey in areas with high-people traffic within Kathmandu;
Gather and analyze data for the Air Quality (AQ) Scorecard for Nepal;
Disseminate results of the walkability index and air quality scorecard to stakeholders through various dialogue, fora, promotion in mass media (including internet), and other promotional materials;
Assist in building the membership base of CANN to create a critical mass of supporters;
Assist the host country in implementing a concrete project/case study that contributes to an existing air quality action plan or related plan (e.g., work with the youth network to study health impacts of air pollution);
Regularly coordinate with Nepal participant posted in Hong Kong Polytechnic University for any data that may be needed to conduct air quality modeling;
Jointly prepare a technical paper with current Nepal participant posted in HK on a common interest and strong expertise (e.g., sustainable urban transport of Kathmandu, a case study on source apportionment using air quality modeling);
The criteria for selection of the candidate are as follows:

Must be 22-35 years old.
Must have a degree in environmental management, transport planning or science-related field, with strong background on air quality management programs
Preferably with a demonstrated ability of writing technical reports and developing public awareness tools and implementing training programs
Experience and skill in multi-stakeholder interaction with NGOs, government officials, international institutions, business groups, etc.
Must have good research skills and computer literacy

The qualified candidates shall attend a preparatory course for the international posting for three weeks starting October 1 to be held in Bangkok, Thailand.

Posting in Colombo, Sri Lanka and Kathmandu, Nepal is expected to start immediately after the preparatory course. All international roundtrip tickets, accommodation and visa fees shall be provided for all travels within the exchange period.

Korea-ASEAN Future Oriented Cooperation Project: Youth Exchange Program 2009

The National Youth Commission is pleased to announce that the application for the Korea-ASEAN Future Oriented Cooperation Project: Youth Exchange Program 2009 is now open. The Philippines will be sending six (6) youth participants

Qualifications:
1. Filipino, must be between 18-27 years old
2. Fluent in English
3. Interested in the Korea-ASEAN relations
4. Preferably first time traveler to Korea
5. Must not have been a grantee or recipient of any NYC funded international programs or travel, i.e. SSEAYP, JENESYS, China-ASEAN Cadre Program, etc.
Former NYC funded international programs recipients or grantee are disqualified to apply.
6. Physically and mentally fit to travel
7. Must be an active leader or member of a youth or youth serving organization
8. Must be willing to be an NYC volunteer
9. Must have a valid passport

Expenses: The organizers will shoulder the international travel fare, food, accommodation, local transportation within Korea and ski suits of all participants. Participants shall shoulder visa processing expenses.

RP-US Exchange on Criminal Justice

Michigan State University- School of Criminal Justice in cooperation with the Xavier University in the Philippines , and with funding assistance from the US Department of State, is sponsoring an exchange program for young promising leaders in the field of criminal justice. There will be 12 Filipinos who will be selected for an intensive 6 week training in the United States on issues of crime and justice. This project aims to improve our country's Criminal Justice System.

Anyone who had been in the forefront for the struggle for reforms in our criminal justice system to apply in this project. (The list includes but not limited to: defense lawyers, prosecutors, judges, activists, academicians, environmentalists) The organizers believe that exposure to comparative and international justice systems will provide us with innovative approaches to the challenges facing our own Criminal Justice system.

The process of selection will be through a competition. Please note that the deadline for application is on NOVEMBER 15, 2008.

The National Youth Commission, in conjunction with the Japan Information and Culture Center (JICC) of the Embassy of Japan and the Japan International Cooperation Center (JICE), is inviting applicants for Student Ambassadors and Supervisors to the “10-day Visit to Japan Programme” as part of the Japan-East Asia Network of Exchange for Students and Youths (JENESYS) Programme.

The JENESYS Programme, funded by the Japanese Government and in partnership with the ASEAN Secretariat, is to deepen understanding of the different facets of the Japanese society including politics, diplomacy, economics and culture and to form the basis of future vision and construct firm solidarity among Asian countries which will promote mutual understanding of the future generation of ASEAN and East Asia Summit member countries.

Qualifications of Student Ambassadors:

• Filipino, single, must be between 16 to 18 years old, on or before April 1, 2009
• Of good moral character
• Must be currently enrolled in a college or university with a Graded Weight Average (GWA) of 2.25 or 85% equivalent, with no failing marks in the preceding semester
• Physically and mentally fit to travel
• Must be a first time traveler to Japan and or must not have been a grantee or recipient of any NYC funded international travel or Japanese Government grant
• Must be knowledgeable of the history, geography, culture and arts, and the current issues on the Philippines , and fairly knowledgeable in those of Japan and other East Asian countries
• Must be an officer or an active member of a youth organization for at least one (1) year immediately preceding the date of application
• Must be willing to be an active NYC and JICC volunteer after the program to continue to promote the learnings about Japan and the Japanese culture gained from the JENESYS Programme
• Area representation would be based on the place of the school, college, or university enrolled in

Global Xchange Programme

Global Xchange gives young people from the Philippines and the UK a unique opportunity to live and work together, develop and share valuable skills, and make practical contributions to disadvantaged communities in both countries faced with challenging situations.

You can be one of the nine Filipino volunteers of the 2008 Global Xchange Programme.
• 18 – 25 years of age (must NOT be younger than 18 or older than 25 between March and September 2008)
• Male or female
• Medically fit to undergo an active 6-month volunteer work
• Completed at least high school or secondary education
• Willing to do fundraising
• Willing to live and work with a British counterpart in a modest accommodation in a host family setting within a disadvantaged community in the Philippines and in the UK

CHINA-PHILIPPINE EXCHANGE PROGRAM

China
May 10-19, 2008

Focus on the Global South is organizing a Philippine delegation to go to China from May 10-19, 2008 as part of its China-Philippine Exchange Program. In China, Filipino participants will meet with civil society organizations, social movements, members of the academe, and government officials in the hope of fostering and cooperation among progressive researchers, organizers and social movement activists and deepening their understanding about the developmental, social and environmental challenges in both countries.

BACKGROUND
There is an increasing interest and necessity to understand the "China factor" in today's global political economy. Various sectors are already viewing the risen China as a new challenge, which requires new and innovative engagements. It is now the Philippines' third largest trading partner after Japan and the US and the partnership is growing by an annual average growth rate of 41% since 2004. Philippine exports to China amounted to US$4.62 billion in 2006 while imports amounted to US$3.67 billion, giving the Philippines a surplus of US$495 million that year.

In January 2007, the Philippines signed 12 non-agricultural agreements and 19 agricultural agreements with China under the RP-China Trade and Economic Agreements. The Framework Agreement on Expanding and Deepening Bilateral Economic and Trade Cooperation between the Philippine Government and the Chinese Government included agriculture, fisheries, public works and infrastructure, housing, mining, energy, manufacturing, textiles and garments, industrial parks and economic development zones, tourism, information and communications technology, container inspection machines, and trade promotion under the areas of cooperation.

Many NGOs and people's organization in the Philippines have expressed resistance to the RP – China Agreements because of potential and actual problems that are related with land rights, impacts to natural resources and food production. In recent weeks, the increasing clamor to oust the current Philippine president directly involves corruption-ridden deals and loans extended by China.

The emerging geo-political dynamics in the region, involving China, the Philippines and other Southeast Asian countries, as well as the United States also has wide-ranging implications for peace and security. To the extent that the United States' moves in the region are driven by China's rise and China itself pursues its own economic and political interests in the region, these dynamics will frame the possibilities for movements seeking change in both countries and beyond.

QUALIFICATIONS
For the delegation, Focus on the Global South seeks three Filipinos who will be able to maximize the opportunities that the program offers, for their own organizations in particular and for the progressive movements in general.

 They should be activists (researchers, organizers, popular educators, campaigners, etc.) who will join the delegation as representatives of their organizations.
 Those with the following organizational backgrounds will be prioritized: a) development; b) environment; c) farmer d) women; e) labor; and f) an activist policy research.
 The organizations they represent must have a current international work component in their program to ensure follow-up activities after the exchange period.
 They should be able to demonstrate organizational commitment and capacity to use the China - Philippine visit in support of their current China-related work or as a springboard for their organization' s future international work on China.
 They can act as resource persons about their organization and the issues they are working on in the Philippines and should be able to discuss the state of and the strategies for organizing/mobiliza tion in their sectors.

Ship for Southeast Asian Youth Program (SSEAYP)

REPRESENT the Philippines as National Leader (35 years old & above) or as Youth Ambassador (18- 30yrs old) to the 2008 SHIP FOR SOUTHEAST ASIAN YOUTH PROGRAM (35th SSEAYP)!

QUICK BACKGROUND:
The Ship for Southeast Asian Youth Programme (SSEAYP) is an annual programme sponsored by the Japanese Government and supported by the member-countries of ASEAN.

The programme brings together more than 300 youth from ASEAN countries and Japan, providing them with the unique opportunity to live together on board the Japanese ship Nippon Maru for over 40 days.

SSEAYP started in January 1974 based on Joint Statements issued between Japan and the five ASEAN countries, namely, Indonesia, Malaysia, Philippines, Singapore and Thailand. Brunei Darussalam joined in 1985. Vietnam participated in the programme in 1996 while Laos and Myanmar participated in 1998, and Cambodia in 2000.

The aim of SSEAYP is to foster friendship and greater understanding among young people from Japan and ASEAN countries. It also seeks to broaden their international outlook.

A series of activities are lined up for the selected participants. The programme during the voyages includes discussions on relevant social and youth issues, cultural introductions, sports, recreation and club activities. While activities at each Country port-of-call include interaction with the local youth, courtesy calls on dignitaries and institutional visits, as well as community service and homestay experience.

PROGRAM DURATION:
Intensive training preparation in Manila for the Philippine Team for almost 45 days.
